To fly most airways that enter Cuban Airspace you will need to obtain an overflight permit and pay for airspace fees. Permits can be issued for a single leg or for a round trip.
Note: We cannot guarantee Cuban Overflight Permits will be obtained if the request is received 48 hours or less prior to your scheduled departure time.
US Federal Regulations require that aircraft arriving from south of the US must make their first landing in the US at one of the specific CBP airports located closest to their point of border or coastline crossing. You will be exempt from this if you have a Southern Border Overflight Exemption.

Mexican regulations are published in Mexico's tax code, not in their Aeronautical Information Publication (AIP), making it difficult to comply with. In addition, airspace fees are calculated based on aircraft wingspan and Mexico does not issue an invoice to advise pilots that they have incurred a fee. It is the pilot's responsibility to “self-determine” the amount owed and to make payment. Mexican airspace and ATC over-time fees can only be paid via a Mexican bank. Fees must be paid by the 17th of the month AFTER the flight took place otherwise back taxes and interest are accrued monthly.
